The short answer is yes — the majority of Edinburgh tenements contain asbestos in some form. Edinburgh's tenement stock spans from the 1700s to the early 1900s, but most were refurbished and modernised during the 1960s–1990s when asbestos was widely used in construction materials.
Why Do Edinburgh Tenements Contain Asbestos?
While the original stone construction of Edinburgh tenements predates asbestos use, extensive modernisation programmes between the 1960s and 1990s introduced asbestos-containing materials throughout these buildings. Council-led improvement grants, central heating installations, and interior refurbishments all used materials that commonly contained asbestos. The HSE duty to manage guidance outlines the legal obligations for managing these materials in communal areas.
Where Is Asbestos Found in Edinburgh Tenements?
Artex / textured ceilings
The most common location. Chrysotile asbestos was added to textured coatings applied during 1960s–1980s refurbishments.
Vinyl floor tiles
Thermoplastic floor tiles (9" x 9" or 12" x 12") in kitchens, hallways, and bathrooms frequently contain chrysotile asbestos.
Pipe lagging and insulation
Central heating pipes, particularly in cupboards and under floors, may have asbestos insulation wrapping.
Boiler flues and gaskets
Older boiler systems often have asbestos flue pipes, gaskets, and rope seals.
Communal stairwell materials
Stairwell ceilings, meter cupboards, and service risers may contain asbestos boards or insulation.
Fuse boards and electrical panels
Asbestos flash guards and backing boards are common in older electrical installations.
Window putty
Some window putty compounds used in sash windows contain chrysotile asbestos.
Bathroom panels and cisterns
Older bathroom panel systems and some toilet cisterns contain asbestos cement.
Who Is Responsible for Asbestos in a Tenement?
Responsibility depends on whether the asbestos is in a private flat or a communal area:
Private flat (owner-occupied)
The homeowner is responsible for managing asbestos within their own flat. While there is no legal duty to survey a domestic property, it is strongly recommended before any renovation work.
Private flat (rented / HMO)
Landlords have a duty under CAR 2012 to manage asbestos in non-domestic parts of the building. For HMOs and rented properties, this includes communal areas. A management survey is strongly recommended.
Buying a tenement flat? If you are purchasing an Edinburgh tenement flat, we strongly recommend an asbestos survey before committing to any renovation plans. Many buyers discover asbestos during kitchen or bathroom refits, which can significantly increase project costs and timelines.
