When Is Licensed Removal Required?

The Health and Safety Executive requires that certain high-risk asbestos materials are removed only by contractors holding a current HSE asbestos removal licence. This applies to materials that present a greater risk of fibre release during disturbance, including:

Sprayed asbestos coatings (limpet asbestos)
Asbestos insulation on pipes, boilers, and vessels (lagging)
Asbestos insulating board (AIB) where the work is not short-duration
Loose-fill asbestos insulation
Any work that exceeds the short-duration threshold for NNLW

The licensed contractor sets up the enclosure, decontamination facilities, and air monitoring. Removal is carried out under controlled conditions.

Air Testing & Clearance

Independent air monitoring is conducted during and after removal. The site is cleared for reoccupation only when fibre levels are confirmed safe.

Waste Disposal & Documentation

All waste is disposed of at an authorised facility. Full documentation — including the plan of work, air test certificates, waste consignment notes, and clearance certificate — is provided.
