What Is Non-Licensed Asbestos Work?
Not all asbestos removal requires an HSE licence. The Health and Safety Executive classifies certain asbestos-containing materials as suitable for non-licensed removal (NNLW) when the risk of fibre release is lower and the work can be completed safely using appropriate controls.
Onea Environmental carries out non-licensed asbestos removal works across central Scotland, from Edinburgh through to Stirling, Falkirk, and Fife. This includes the safe removal of materials such as textured coatings, asbestos cement products, floor tiles, and other lower-risk ACMs. All work is carried out in compliance with the Control of Asbestos Regulations 2012 and HSE guidance.

Our Process
Assessment
We assess the material, confirm it falls within the scope of NNLW, and prepare a detailed method statement and risk assessment.
Notification
Where required, we submit the appropriate notification to the HSE before work begins. Notifiable non-licensed work (NNLW) must be notified online via the HSE portal.
Safe Removal
Work is carried out using appropriate containment, PPE, and controlled wetting to minimise fibre release. All waste is double-bagged and labelled as asbestos waste.
Disposal
Asbestos waste is collected by a licensed waste carrier and disposed of at an authorised facility. Full waste consignment notes are provided.
Clearance
The work area is thoroughly cleaned and a visual inspection confirms the area is safe for reoccupation or further building work.
When Licensed Removal Is Required
Some asbestos materials — including sprayed coatings, pipe lagging, and loose-fill insulation — can only be removed by an HSE-licensed contractor. If our survey identifies these materials, we will advise you clearly and can coordinate the licensed removal through our network of approved HSE-licensed subcontractors.
